The Senate Appoints Sławomir Dudek as Chair of the Fiscal Council

The Senate of the Republic of Poland has approved the composition of the country’s first-ever Fiscal Council — an independent body tasked with assessing the stability of public finances and overseeing compliance with fiscal rules. In a vote, senators decided that Dr. Sławomir Dudek will assume the role of Chair.

During the session, six out of seven nominations were approved. The Council members are: Wojciech Niemyski, Professor Andrzej Torój, Dr. Marcin Wroński, Professor Jacek Tomkiewicz, and Dr. Michał Bitner.

The vision of the Fiscal Council presented by Sławomir Dudek – grounded in transparency, rigorous analysis, and a responsible approach to budgetary policy – aligns with the values promoted by the Institute of Public Finance since its inception. Independent oversight, clear rules, and a focus on long-term stability form the foundation of the Institute’s mission. The appointment of a Council led by a figure with such a clear commitment to fiscal transparency strengthens these standards in the public debate.

The Fiscal Council will begin operations on January 1, 2026. Its responsibilities will include, among others, assessing macroeconomic forecasts, analyzing draft state budgets, monitoring fiscal rules, and supporting transparency in the public finance debate. The establishment of the Council is one of the key elements of the reform of fiscal policy oversight, aligning Poland’s framework with the standards in force in the European Union.
