Dr. Sławomir Dudek, a Candidate for Chair of the Fiscal Council – for Stability and Transparency of Public Finances

We are pleased to inform that Dr. Sławomir Dudek, founder and chief economist of the Institute of Public Finances, has been nominated by the Minister of Finance as a candidate for the position of Chair of the Fiscal Council.

The Chairman of the first Fiscal Council for the term 2026-2031 will be elected by the Parliament.

Dr. Dudek’s many years of experience in the field of public finances, along with his active social engagement carried out as part of the Institute of Public Finances’ mission, qualify him for this key role. The Institute was established as a non-governmental organization, an expert analytical center, and, in accordance with its mission, it safeguards transparency, efficiency, and legality of public finances, while actively countering populism in public life.

The Fiscal Council is an independent expert advisory body, established pursuant to the Act of December 20, 2024, which is expected to begin operations on January 1, 2026. Its main task is to assess and give opinions on issues related to public finances, including macroeconomic forecasts and the compliance of the state budget with national and EU fiscal rules. By doing so, the Fiscal Council aims to improve the functioning of the public finance system and increase its transparency.

Poland is currently the only  EU country that does not yet have its own independent fiscal institution. The Institute of Public Finances has long advocated for the establishment of a Fiscal Council in Poland as a missing element in the oversight of government policies related to public finances.

To ensure the independence of the opinions and credibility of the body, members of the Council must be experts with documented experience and achievements in the field of public finances and must be apolitical.

We are convinced that the knowledge, experience, and determination of Dr. Sławomir Dudek are extremely valuable in the pursuit of the goals of the Fiscal Council, the development of this institution from the ground up, and the continued support for transparency and stability of public finances in Poland.
