On 10 March, the Ministry of Finance launched a test version of the Central Register of Contracts of Public Finance Sector Entities (CRU JSFP). This marks another stage in the preparations for the mandatory publication of information on contracts concluded by public institutions.
From 1 April 2026, heads of public finance sector entities may submit applications to create accounts in the ICT system supporting the CRU. This opens the way for testing the system and preparing internal procedures ahead of the entry into force of the new obligations.
Test environment and API available
Alongside the launch of the test version, documentation and an API interface have been made available, enabling:
- publication and updating of contract information,
- searching and downloading data,
- integration of the CRU with systems used by public finance sector entities.
The Ministry has also launched a ticketing system that allows institutions and integrators to report bugs and submit feedback on the system’s operation.
Objective: greater transparency in public finances
The Central Register of Contracts is intended to ensure universal access to information on contracts concluded by public institutions. The register will operate within a single, nationwide ICT system, and the data published within it will be accessible to all citizens.
Ultimately, this tool is designed to strengthen public oversight of public spending and to facilitate the analysis and comparison of contract data across institutions.
Where to submit feedback and requests
Reports concerning the system’s operation and requests for access to the test environment should be sent to dedicated email addresses:
- wsparcie.cru.jsfp@mf.gov.pl – for public finance sector employees,
- pomoc.cru@mf.gov.pl – for external integrators and citizens.
What should be included in a report?
According to information published by the Ministry of Finance, when reporting issues, submissions should include:
- the date and approximate time of the issue,
- user details (name and surname) associated with the account where the issue occurred,
- the REGON number of the entity under whose account the user was operating,
- the data entered into the system that triggered the issue (if applicable),
- the steps taken by the user prior to the issue,
- the expected result (what should have happened),
- the actual result (what happened instead).
Mandatory publication of contracts from 1 July 2026
In accordance with current regulations, from 1 July 2026, public finance sector entities will be required to submit information on concluded contracts to the Central Register of Contracts. This represents a significant change in the way public information is made available—data will be published proactively, without the need to submit formal requests.
