The year 2025 confirmed that an independent think tank can have a real impact on how the state functions – if it operates consistently and is grounded in data. It was a year of measurable results for the Institute of Public Finance: shaping public debate, contributing to lasting institutional changes, and strengthening civic oversight of public finances.

It’s here! The Impact 2025: report summarizing our activities and their influence on the public debate on public finance.

The past year brought important systemic changes. Poland’s first Fiscal Council was established, a solution we have consistently advocated for since the Institute’s founding. New regulations on the Central Register of Contracts were also adopted. From July 2026, the register is expected to provide citizens with broad access to information on public spending.

In the report, we also present our analyses and educational initiatives—from highlighting challenges in healthcare financing, through efforts to improve transparency in public finance, to organizing a competition for the best academic theses on public finance.

Key achievements of IFP in 2025:

  • Establishment of the Fiscal Council and appointment of Sławomir Dudek as its Chair
  • Introduction of the Central Register of Contracts with no thresholds
  • 108.2 million total reach of IFP media publications
  • 12,600 media mentions (online, press, radio and TV)
  • Over 500,000 views of our publications
  • Around 40,000 total followers across channels and profiles associated with IFP
  • 39 experts involved in IFP activities
  • 10 national conferences with participation of IFP experts
  • 1,259 signatures under the “Yes to CRU” petition addressed to the Prime Minister
  • 351,700 reach of analytical articles published by Sławomir Dudek on X

IFP is now three years old. And I can say this with pride: the achievements of this small team are significant, and its impact on public debate in Poland has become real, visible, and lasting. In a short time, IFP has become a leading watchdog of public finance in Poland.

Since 2023, we have been working to counter populism and the instrumental use of public finance – both of which can weaken democracy. Our activities are funded through grants and donations from individuals and private companies.
