On September 29, Prime Minister Donald Tusk received a petition regarding the Central Register of Contracts (CRU).
The draft law is currently undergoing further work at the Ministry of Finance. We continue our efforts to promote transparency in public life and the openness of public spending – and we are launching a new campaign: we are asking Members of Parliament about their position on full transparency of contracts in the public finance sector.
Unfortunately, despite the petition and our public appeal, the Ministry of Finance plans to raise the disclosure threshold for contracts in the CRU from the originally proposed PLN 500 to PLN 10,000 — a twentyfold increase. Such a high threshold would mean that up to 90% of contracts in some public entities would disappear from the Register. In practice, this would create an illusion of transparency rather than genuine openness of public finances.
Therefore, we are asking Members of Parliament directly:
Do you, Madam or Sir MP, support limiting the transparency of public finance sector contracts in the Central Register of Contracts to amounts above PLN 10,000 (currently PLN 500), and thus hiding up to 90% of contracts from residents in some municipalities?
We are reaching out to MPs publicly (on platform X) and by email, and we are also sending official letters to parliamentary caucus leaders. All responses — or lack thereof — will be published on the platform fedrowanie.siecobywatelska.pl and on the social media accounts of Watchdog and the Institute of Public Finance.
